Ventura County Fire Department on Instagram: "Yesterday, Ventura County Fire Department, Ventura City Fire, Oxnard Fire, and the VC Air Unit successfully conducted a swift water rescue of an individual trapped by rising floodwaters. The victim was located beneath the 101 Freeway, surrounded on all sides by rapidly moving and rising water.
